Verdict:
Batman wins. It's close, but I imagine Batman has technology capable of bringing Richards down. Electricity, explosives, chemicals, and blades, all of which Batman carries, would disable Richards before he defeats Bruce. Additionally, while, both combatants are smart, Batman could probably out-think Richards in combat. Wayne seems like more of a tactical genius whereas Richard's mind appears most helpful inside a lab. Our winner is Batman. Thanks for reading!
My final thoughts: I was going to do a battle between the smartest female characters of Dc and Marvel, but after some research, I realized there aren't really that many known for their minds, so I thought this battle would be more interesting. Batgirl from DC is pretty smart, but few Marvel girls are known for their intelligence above all else. It'd be awesome to see more female heros who utilize their brains as much as their powers.
